The Hub
About us
Welcome from the Hub Lead, Mr D Wragg
As the Hub Leader it is my privilege to extend a warm welcome to you and your child. The Welwyn & Hatfield Hub is a special place, specifically designed to support primary-aged children with social, emotional and mental health needs.
We understand that every child's journey is unique and we strive to support children so that they feel understood and valued.
We believe that every child deserves the opportunity to grow and develop in a safe, nurturing and compassionate environment. Our dedicated team is committed to building strong, trusting relationships that help to break down barriers to learning and unlock each child's potential.
Relationships play a key role in our success, not only to ensure that every child achieves academically but to also help them develop the confidence, resilience and life skills to take the next steps in their educational journey.
Please feel free to get in touch with any questions.
David Wragg, Hub Leader
What we do
The Welwyn & Hatfield Hub is a primary support setting that works in collaboration with Welwyn & Hatfield schools to achieve better outcomes and long-term success for pupils who are experiencing significant challenges with their social, emotional and mental health.
The Hub forms tier four of DSPL5’s primary behaviour support service and operates as the in-reach provider for primary-aged pupils across Welwyn and Hatfield schools. The Hub also provides short-term educational support for children who have been permanently excluded from their mainstream school.
Our experienced team of specialist staff support and guide pupils through an intensive and therapeutic two-term placement with the aim of re-engaging pupils in learning, raising their self-esteem and developing self-regulation strategies before reintegrating back into their mainstream “home school” setting.
All pupils will remain on dual roll for the duration of their placement and through our well-established partnerships with Welwyn & Hatfield schools we are able to bring together the professional expertise, care and knowledge to help every child on their personal journey to long-term success.

How we work
The Welwyn & Hatfield Hub forms the fourth tier of DSPL5’s tiered behaviour support service. DSPL (Developing Special Provision Locally) is a Hertfordshire-wide partnership approach where parents, staff in early years settings and schools, further education colleges, local authority officers and representatives from other agencies, work together as part of an area group, reviewing and developing the range of provision and support services available to their local community that:
- Meets the needs of children and young people with special educational needs and/or disabilities (SEND), aged 0-25, as close to home as possible
- Improves outcomes for wellbeing and attainment
- Widens choice for children and parents/carers
- Removes barriers to learning
- Uses resources more effectively
There are nine DSPL area groups across the county that meet regularly to discuss what services are available and to influence how services are shaped and developed to ensure the children and young people with SEND in their area receive the right support in their educational activities.
DSPL5 (Welwyn and Hatfield) covers 32 primary schools. Each of these schools have access to the tiered support service as well as placements at the Hub where it is deemed suitable and necessary by the DSPL5 behaviour group panel board.
Prior to the offer of a Hub placement, schools should endeavour to access all available services through DSPL5’s tiered offer.
